HISTORY
Emerging in the 2010s through a global network founded by Benjamin Hong, CVU has developed into an institution devoted to offering lifelong learning opportunities for its students and alumni. Today, CVU continues to broaden its academic community while cultivating leadership, professional distinction, and a spirit of lifelong learning among those who seek to make a meaningful impact in their professions and communities.
MISSION STATEMENT
An educational philosophy of California Victor University has fourfold:
(1) to inspire students to cultivate their intellectual area to understand the will of God with God-provided wisdom and God-written word;
(2) to encourage students to sharpen their mind and body to produce good behavior as Christian;
(3) to guide students to develop their spirituality to live holy for their intimate relationship with God; and
(4) to aid students to build a sense of sociability to make a gracious relationships with their family and neighboring members.
We are a Bible based, and Christ centered University, and dedicated to the teaching and training of Christians for the mission of God, hoping that every graduate of California Victor University should be able to communicate the message of Christ to the people to win them back to Christ.

Council on Higher Education Accreditation (CHEA)
A national advocate and institutional voice for promoting academic quality through accreditation, the Council on Higher Education (CHEA) is an association of 3,000 degree-granting colleges and universities, and recognizes 60 institutional and programmatic accrediting organizations. CHEA reviews organizations on recognition standards, including academic quality and accountability. California Victor University’s TRACS accreditation is recognized by the U.S. Department of Education and the Council on Higher Education Accreditation (CHEA). California Victor University is a private institution and it is approved to operate by the Bureau for Private Postsecondary Education, Department of Consumer Affairs, the State of California (BPPE), at 1747 North Market Blvd., Suite 225, Sacramento, CA 95834 or P.O. The Bureau for Private Postsecondary Education (Bureau) completed the review of California Victor University’s (Institution) Application for Renewal of Approval to Operate an Accredited Institution, #260123141991, received on January 20, 2026. The Institution is granted approval to operate under the terms of California Education Code (CEC) section 94890(a)(1). Per CEC section 94890(b), this approval is valid until December 31, 2035, which is coterminous with the Institution’s term of accreditation granted by the Transnational Association of Christian Colleges and Schools (TRACS). “Approved to operate” or “approved” means that an institution has received authorization, pursuant to the California Private Postsecondary Education Act, to offer the public and to provide postsecondary educational programs, and that approval to operate means compliance with state standards as set forth in the CEC and 5, CCR. This does not imply that the Bureau endorses programs or that Bureau approval means the institution exceeds minimum state standards [CEC §94909(a)(2) and §94897(l)(1)(2)].
California Victor University is accredited by TRACS. This status is effective as of January 1, 2026, and is good through December 30, 2035. TRACS is recognized by the United States Department of Education (ED), the Council for Higher Education Accreditation (CHEA), and the International Network for Quality Assurance Agencies in Higher Education (INQAAHE).

International Network for Quality Assurance Agencies in Higher Education
The International Network for Quality Assurance Agencies in Higher Education (INQAAHE) is a world-wide association of 300+ organizations active in the theory and practice of quality assurance in higher education. The great majority of its members are quality assurance agencies that operate in many different ways, although the Network also welcomes (as associate members) other organizations that have an interest in QA in HE.
INQAAHE offers members many services, including a Journal, a Bulletin, a Query service, a Good Practice database, funding for projects and funding for a Professional Qualification in QA. There are also Conferences and Fora at least annually.

Student and Exchange Visitor Information System
The Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) of 1996 authorized the former Immigration and Naturalization Service (INS) to create an electronic system to collect information on F, M, and J non immigrants to address the problem of F, M, and J non immigrants who are out of status and remain in the United States without authorization. The system was intended to support INS’ efforts to determine how many F, M, and J non immigrants are in the country, where they are, and what they are studying. After September 11, 2001, Congress updated the legislation to mandate the use of an electronic system to collect information on all F, M, and J non immigrants.
To meet this mandate, DHS and the Department of State deployed SEVIS in January 2003. SEVIS is a web-based information system that tracks and monitors F, M, and J non immigrants and dependents throughout the duration of approved participation within the U.S. education system or designated exchange visitor program. SEVIS maintains records on these non immigrants and receives updated information from schools and sponsors, such as changes of domestic address and in program study. SEVIS also maintains information on the schools, exchange visitor program sponsors, and their representatives (i.e., designated school officials, responsible officers, and alternate responsible officers).
